Is this a true ICMP ping?

No — browsers cannot send ICMP ping packets. This measures HTTP/HTTPS round-trip time to test servers, which is a practical measure of web response latency.

Why is my ping to some servers very high?

Physical distance is the primary factor — light takes ~5ms to travel 1,000km through fiber. Servers in other continents will always have higher latency.
